VIP System Rework

HP Buff now scales by % of max HP (replaces fixed flat bonus):
Bronze + 1.5 % | Silver + 2 % | Gold + 2.5 % | Platinum + 3 %

Non‑stacking rule: Only the latest VIP tier purchased is active; buffs & rewards from older VIPs are overwritten immediately.

- Bonus Time Gauge 200 % & Item Drop 50 % baseline.
